So we have a new Sebleb? The king is dead, long live the king!
I will give a FIDE rating of 2800 is you can solve this.

All you can give away is a lolly and that´s it .....
Both black bishops are on black squares.
Yes, but there could have been an underpromotion to bishop.
You cant give a FIDE rating
Sure he can give a FIDE rating. It just might not be recognized by anyone.
How in the world did white's black bishop even get there??
I guess the OP put it there.
Got a few questions for you buddy. Since Black has 2 dark square Bishops, and White has 6 Pawns remaining, how did he get a passed Pawn to under promote?
And
How did those Bishops get back to the other side of the board without being captured?

Those things could happen in a real game, but it's more probable that the OP simply made up the position. (Hint: His profile states he has a 905 USCF rating.)
Now that I looked at the position for a minute, I can't see how this can be a legal position (retrograde). So it had to be made up, I think.
Hahaha.
Haha
Ha.
NO. STOP.

And the answer is... It was a blitz game and Black played ...Be8f8, and White claimed illegal move and the win.
yup I made the position up.
OK, so gimme my 2800 FIDE. I plan on selling it on eBay.

Easy one :
<advertisement> there are some (really tough) retro problems going on in this thread : http://www.chess.com/forum/view/fun-with-chess/is-this-position-legal2
chesskingdreamer is correct. It's an easy win for Black.
