You may not be setting the range correctly.  If you're doing it from settings, all that does is determine the seeks you see on the chart.  To actually set a rating range you have to choose Custom from the drop down time menu.  When you click on Custom, a rating options button pops up.  Click on that and now you can set your rating options.  Here's some links:
