Insufficient material?

Can anyone explain to me why sometimes games are called a draw, either by 'insufficient material' or 'stalemate' -when it's clearly not??? This usually happens when one player runs out of time...

The game is a draw when one side runs out of time and the other does not have enough material to checkmate.

My opponent had his queen and a whole bunch of pieces, and I had only my king -HE ran out of time, but it was called a draw due to 'insufficient material'...and quite often a game ends with a draw, when clearly one has enough material to win, but not time...and it's still ruled as a draw???

You were the one who 'won' on time, but you had insufficient mating material (a king is not enough). That was why it was a draw.
