I didn't check both games, but the one I checked was unrated.
I won 2 last games agaisnt Alguem whose rate was 1733, my rating did not go up and his rating did not go down . I don't understand why

The first game you played against Alguem was rated, the second two were not.
Same answer Greenmatter. Unrated games don't affect your rating (by definition). Bring up the game, click on "details", and notice that it says "unrated".
