1) Expand your friend network over time and invite friends to join your tournaments.
2) Perhaps a snappy theme with some custom trophies would get attention.
3) Establish some themed groups to try and find players with similar interests and who might like playing tournaments together.
4) Think about what makes your tournament different/more desireable than the other 13/14 pages of tournaments and emphasize that.
5) I have played in a number of Tournaments by Senior Lazarous Long who seems to have taken that approach. I enjoy reading some of the backstory he puts to each tournament.
