Requesting a Draw

Is there a minimum amount of moves you have to play before requesting a draw for a tournament game?

Due to circumstances I cannot play and we want to settle for a draw.

Here are the buttons I see:

Analyze
Explore
Get PGN
Flip Board
FEN: 1.e4

Analyze | Settings | Resign

Oh wait, it cannot be your turn when you offer a draw. The button appeared once I made a move.

Yeah. You make a move (to show that you have a valid move) and then offer a draw because if you don't have a valid move then it's a stalemate draw anyway. I don't definitely know that that's the reason given but that's how I remember the rule.

I think it is so because the other player may only look at the board once it is their turn. If you could offer a draw on your turn, then your clock could run out and you will lose.

No. I think in real-life tournaments you usually make a move, click your timer and offer a draw as one action. I don't know if there are any restrictions on offering a draw after letting your opponent's clock run for a bit. Maybe it's just considered improper or something.
