How do you find out who the TD is for a specific tournament that has ground to a halt because of 2 players who won't make moves?

-You sir need patience. No TD is going to change the rules for you. This is how Online Chess is played. If you can't take 3 Day regulation rules, THEN SIGN UP FOR 24 HOUR REGULATION OR PLAY LIVE CHESS. So many options and you cry on a standard rule. I WILL report you if you keep harassing other chess players.

Rules are rules. After some thought and experience I will only direct tourneys that are 24 hours/move, no vacation, and players must have an average time/move of 12 hours or less.

If you are frustrated but if the players are playing within the boundaries, you just have to accept it. Join tournaments that follow certain parameters, and join as many as you want. But if someone wants to go on vacation legally, suck it up.

The TD is listed on the main page of the tournament. That said, eventually one of the players will run out of time/vacation and the games will end. Or they will make moves.

But I did a spot check through your tournaments and it doesn't appear there is one that meets your description. I found 3 active tourneys for you and only two of those have one or two game left to complete.

In one of those, the players have made moves today and the other, in the last two days. So, moves are being made and you'll just have to wait for the games to complete.

I was under the impression, Mr. Dumpling, that your game(s) had not begun.  No one in their right mind would suggest that you should move more quickly than the time control. But of course you jumped ugly without being sure what I meant. Characteristic of our times I guess. I'm from NJ where rudeness is an art form. What small town are you from?
