3.2 Rule is updated!

I decided to change The Rule 3.2,which that rule was talking about vote chess matches. Originally the rule said that 10 mins,30 mins,1 hours,6 hours  and 12 hours matches are not allowed, but i changed it so 24 hours matches are also not allowed(except for partner clubs)
