Around the world puzzle / competition

Over the next few weeks I shall post a series of pictures from places that I have visited over the years.  The first place is a picture of a fishing festival somewhere in Africa.  What is the name of the fishing festival (it is named after the town where it takes place).  The fishermen fish in pairs with nets and catch the fish by diving down with their nets.
