I mean for one logo they both are used

For animating text Loading.io 

For animating the full logo Canva.com

Sometimes I use Placeit.net

Q1  Logos made by Placeit.net is not allowed in chess.com then why I use it?

Answer Placeit.net is not banned in chess.com if you remove watermarks and I remove watermarks from Placeit.net logos with the help of an app in Windows 10 known as Paint 3D

Q2 Why you use Loading.io?

Answer I used loading.io to animate text. In the logo below you can see the text animated. This option is not in canva.com so I used loading.io and uploaded the text GIF in canva.com and pasted in the logo.
