Here's a proposed system that is not admin intensive and can be followed by multiple admins

Remind players of club rules around time-outs (T/O) before every match.
Optional: remove players with T/O over 25% before the match starts

approximately 2 weeks after a match starts, check who timed-out or resigned without making an effort

if this is the first time the player Times out , send a message reminding them of the rules and that they can be removed from the club.
if this is the first time the player Resigns without moving , send a warning message reminding that next time it will be a BAN.
Repeat offenders with T/O < 25% , send a warning message
Repeat offenders with T/O > 25% , remove from club & notify player of action (they can re-apply if they provide a good justification)
Repeat offenders & resigned without moving, Ban from the club and notify them that they are eligible in 12 months if they send us a reminder.
