Soos couldn't have wished it because Time Baby is weaker than Bill (Bill destroyed Time Baby in WMG). Also, plot reasons - can't just randomly kill the main villain. Soos wouldn't have wished it because he didn't know how bad Bill was. And if we're really gonna talk about optimal wishes, he should have wished for world hunger to be solved or for all humans to have infinite happiness and immortality or something along those lines.
