I've noted that a lot of teams I'm on set up VC matches and some people sign up and then the games drift into timeouts.

To avoid this, it might be best to have some unofficial rules for participation.

How about, except for the first move, posting something suggesting a move (or asking for suggestions) instead of just making a move choice.

This alone will get people to talk & think before making a bad move.

I had one team where 3 people voted for an obvious move that was a deadly trap. It took a lot of frantic messaging to get people to come in and vote for a good move. A note asking for comment would have prompted someone to look at the position and maybe suggest that the obvious was not so good.

That doesn't sound too oppressive or outrageous, does it?
