Should our group run one or many scholastic chess tournaments?

In the future should our chess tournaments have a not USCF rated section? Maybe more people would come to our chess tournaments and later some of them would become part of the USCF rated section. So far, 1 or 2 individuals have come from a K-12 school. Having not USCF rated section might encourage larger groups to come from a school. But, if their are multiple sections the playing site might need to be bigger. What do you think?
