With the idea of preparing the development of the Europe Cup in its future editions, I thought we may start posting here info about other 'intra-national' Leagues we know about. Any relevant information may also be included if known (active/non active; name of organiser, number of teams, starting/ending date, eccetera). (ps. by 'intranational' I mean Leagues that are being played between clubs representing 'parts' of those Nations inside a National framework )
It’s time to start the Europa Cup 2021. Thanks for joining this tournament, and best of luck to all. The first round of games will start on the 1st June, so please set them up now. The list of teams, fixtures, and the settings you should use for the match are below. A reminder that Emilia-Romagna are our current champions, and a welcome to our Ukrainian teams, competing for the first time. Piemonte, Montauban, Bratislavský kraj, and Trenčiansky kraj are also first-time qualifiers. I have split the 16 teams into 4 groups of 4. Only the winning team from each group will advance to the final round, in which the remaining four teams will play for the championship. I’ve drawn the groups randomly (using random.org), while drawing from different pots to ensure we have an even spread of nations across the groups. I also drew our 4 national champions (Emilia-Romagna, Somerset Wyvern, Montauban, and Kherson—Slovakian champions Košický declined to take part) first so that we only have one champion per group. I'm thinking of a system wherein the number of teams invited from each country for the 2022 cup will depend on that country's performance in the 2021 cup. There will be 4 teams invited from each country in 2021, but afterwards I may make 4 teams a privilege for the top-performing countries (say, if a team from that country reaches the final, perhaps) and invite 3 from the rest.
Hi all, I want to share our new rules with you in order to have an example. The problem for the Europa Cup is to have all leagues finished more or less at the same time. With this new rules, which I tanslated with Deepl without any review, Italy tries to finish or at least to know the possible participiants for the Europa Cup 2022 within the end of the year. In the actual Championship 2020 Emilia-Romgna arrived first, place 2 to 4 will be decided soon. Here our rules: ITALIAN TEAM CHAMPIONSHIP RULES General principles The Italian Team Championship (CIS) is a tournament between regional teams on chess.com. Its main purpose is to give the opportunity to compete with players from other regions and to strengthen their sense of belonging. The direction of the Tournament and the application of the rules is reserved to the admins of the "Italian Championship" club. All teams must have in their name a term that identifies the region they belong to. The teams of the various regional teams must be composed of players who have a link with the region (residence, origin, relatives who live in the region or originate from it). It will be up to the administrators of the regional teams to check if the players who will compose the respective teams meet the above requirement. Exceptionally, when it has been established that a regional team is inactive or absent, a city team or a club team belonging to the region will be given the opportunity to represent it by participating in the Championship. The official language of the Championship is Italian. Knowledge of Italian is a prerequisite for participation in the Championship. Organisation of the Championship The CIS is played annually. The name of the tournament will be CIS + year of the tournament (e.g. CIS2021). The CIS is divided into two phases: an elimination phase consisting of two rounds and a final phase. For the composition of the two groups of the preliminary phase, the first four teams classified in the previous CIS will be chosen as seeded, two for each group. The remaining teams will be drawn. The draw will be made by the organising staff. The outcome of the draw and the consequent match schedule will be communicated in the Italian Championship club. The teams of each group will face each other in an Italian tournament. In order to participate in a match, each player must have been registered for at least one month in the relevant regional team. This rule will be applied from March 1, 2021 to allow the recruitment of new players in the first months of the year. All matches will be played at a rate of one move every three days. In the preliminary and final rounds matches will start every three weeks and registration must start two weeks before the start date (Appendix A). Each player shall simultaneously play two games in alternating colours. Use of the holiday is permitted. The chess.com rules will be taken into account to determine any abuse of this tool. At the end of each season the winner of the championship will be determined. In addition, there is the possibility for the best placed teams to participate in the "Europa Cup". Announcement of the match and its start. The date and time of the start of the match are announced by a notice in the club "Italian Championship" two weeks before the start of all challenges. Challenges must be issued (by either team) and accepted as quickly as possible; but, no later than one week before the start of the match. See appendix B for details. The launch and acceptance of challenges will be posted by the regional team admins in the appropriate notes in the Italian Championship club. If for unforeseen reasons the match challenge is accepted later, the start of the match may be delayed by a maximum of one week (to allow time for player registration). This is at the discretion of the organising staff. In the event that the challenge is not accepted by the scheduled start, the team that received the challenge will lose by forfeit. If neither team issues the challenge, both teams will lose by forfeit. For every single match started and finished regularly, 1 point will be awarded in case of a win and ½ in case of a draw. The result may change for various reasons, see art. 4 and 6. The winning team will be awarded 1 point in case of a win and ½ point in case of a draw. Teams are not allowed to block entries before the start of the challenge. Challenges not accepted can be cancelled after the organizing staff has verified the validity of the complaint submitted in the dedicated forum of the Italian Championship club. Minimum number of players The minimum number of players per match is set at 5. Exceptionally, as an exception to this rule and only for the year 2021, it is granted to regional teams just reactivated or in obvious difficulty in recruiting players, the possibility to play according to the 2020 rules that required a minimum of 3 players per match. These regional teams are the following: Basilicata, Liguria, Marche, Puglia and Sardinia. A team that does not reach the minimum number of players on the scheduled date forfeits the match. The opposing team may, at its discretion, allow a few extra days to recruit the players needed to start the match, subject to the limits laid down in Article 3(d). Foreign flag players The flag is the Italian flag. All players with a flag other than the home flag are considered "foreign flag players". This also applies to the international flag. All cases in which a foreign player (even if born and raised abroad) has an emotional link with the region are accepted. For example, parents/grandparents/partners who come from that region. Players who have no connection with the region they claim to be from are not accepted. One foreign player per group of four is allowed (e.g. team of 7 players may have 2 foreigners, team of 11 players may have 3). Foreign flag players who exceed the limit will be considered irregular players and their results will be amended as shown in Appendix C. The violation of the above rule by the foreign flag player must be claimed by the regional team referents in the dedicated forum of the Italian Championship club. This claim must be made at the start of the match. Players registered with more than one regional team Each player may only play for one team during the entire championship. A player who has played for more than one team will be considered an irregular player and his results will be amended according to Appendix C. Accounts closed for unfair play or spontaneously deactivated. Players whose account is closed by chess.com or spontaneously deactivated will be considered irregular players and their results will be modified according to Appendix C. Removal of players In general, administrators are not allowed to remove players from their team rosters, but are encouraged to allow all members of their teams to participate. They can only remove players in the following cases: - Players with a timeout rate of at least 25%. - Players participating for more than one team, art. 6 b) - Players with a foreign flag who exceed the thresholds set out in art. 5 d) - Players who have no connection with the regional team, art. 1 d) - Players enrolled in the team for less than one month, art. 2 d) Withdrawal of teams If at the end of the championship a team has not played and completed at least 50% of the scheduled matches, it will be considered as withdrawn and all the matches played will be declared forfeited. If more than 50% of the matches played have been completed, the results will be considered valid and the matches not played will be declared forfeited. Composition of the two phases and rankings Given the participation of 16 teams in CIS2021, the two preliminary rounds will be composed of 8 teams each, as well as the final round. At the cutoff date of 27th August 2021, a classification of the preliminary rounds will be drawn up with all the updated results. The top 4 teams from each group will be admitted to the final round. Possible cases of matches in progress where a player has abused his holiday to prolong a match with an obvious losing position, will have to be reported to the organising staff, who will decide on the matter. In case of a tie between two or more teams in a round, the following will be taken into account to decide the position in the ranking, in descending order: - Neustadtl score (Sonneborn-Berger). - The results of direct matches between teams with equal points - The difference between points scored and points conceded in all matches. - Draw. Final phase The teams admitted to the final phase will compose a round robin, divided into 4 rounds according to the calendar in Annex A. Each team shall meet the 4 (four) teams promoted in the other round. Each team will have a base score obtained from the direct clashes with the teams, qualified to the final phase, of the same preliminary round. The final classification of the championship will be determined at the end of all the matches and it will be drawn considering for the first eight places that of the final round and for the remaining positions that of the preliminary rounds taking into account the score approved by the organizing staff. In case of ex-aequo score in the final round, the same criteria of the preliminary round will be applied. Behavioural rules All administrators have the duty to report unlawful behaviour and to oppose by all means the use of analysis engines or software during the games by their players. As per Chess.com rules, only the consultation of databases and manuals is allowed, limited to openings. The respect of "fair play" in all circumstances, both in individual challenges and in the relationships between team members, is the basis of a sporting coexistence. Every administrator and every single player is obliged to observe these regulations and all the rules of the league issued by the organisers, as well as to respect all the decisions made by the organising staff during the course of the league itself. Each player must maintain a civil and balanced behaviour, avoiding in particular to use offensive or disrespectful language towards other players, whatever the reason of the disagreement. The use of offensive, allusive, violent or vulgar language may result in direct expulsion from the championship. Rule changes Possible situations not covered by the present regulations will be left to the decision of the organizing staff. Any decision by the management shall be guided by the general principle of fair play and shall seek to favour the playing of matches. Changes to the rules will be announced and discussed in the appropriate forum "CIS Rules" and announced in the Italian Championship group. We are ready to start the 2020 Europa Cup! 12 teams from 4 different leagues will be competing for the title of European Champion (a title currently held by Emilia-Romagna). In the first round there will be 2 groups of 6 teams playing a round-robin. The two best-ranked teams in each group at the end of September will progress to the final round, where four teams will play for the Cup. See below for the groups and the schedule of fixtures. Team admins can send challenges for the first two rounds of fixtures immediately, both to start on 15th March.
