I think she got captured by a hovercraft. we also know that hovercrafts exist at the time. doctor kay and his team of scientists used a hovercraft to come to district 12 and Katniss mentions that a hovercraft took away a girl who later became a Avox confirming that the Capitol sends hovercrafts to discrit 12.
