It's defaut set, we thought that it should have been 8th but it changed b/c we changed the FILE numbers, not the RANK numbers. It maybe Chess.com's error lol

Not currently, no. According to the Green_Sleeves Rule set, you can only have a royal queen if you have a royal pawn that promotes.
