It is usual to see high or low rated players in daily tournaments but in 4 player chess it is very rare to see it, and you will see it only in FFA/solo games but I got a 1696 rated opponent while playing 1700+ teams game.
Generally, In 4PC you can see it when a player loses early in a FFA/solo game and joins another one before it ends. So his rating not decreases before finishing that game and it decreases in between his another game which he has joined because the last game ends.For example a player has 1703 rating but after losing a game his rating not decreases until the game finishes and he enters in a 1700+ game and in between that game his rating decreases and goes below 1700 because his last game ends.
But this is not possible in teams game because in it the game ends immediately as any of the player loses and therefore the rating too decreases at same moment.
