Thanks for your concern and desire to include more people! However, to the best of my knowledge, I believe the Improvers' Sunday Rapid Tournaments are specific to this club only; if more people wanted to participate, they would have to join this club first. Other than that, the admins do a great job of advertising these tournaments, so it's pretty easy to learn about these tournaments once someone joins the club.

As for the time control, I think 10 | 2 was chosen so that the tournaments wouldn't be as time-consuming. Five games of 15 | 10 can sometimes be difficult to tackle, so I personally think 10 | 2 is a happy medium, and I think the admins would agree. But thanks for the suggestion!
