My understanding, from watching a Danny Rensch interview, is that Proctor is the name of a special browser you would use instead of Chrome, Edge, Explorer, etc. that would tattle on you if you cheat while using it. I believe that chessdotcom can make cheat detection more effective by using this browser together with a few other anti-cheat measures like double camera angles on the player.
