I live in Moscow Russia. UTC +03:00.

Russia is in 9 time zones. Most of citizens live in three: UTC +03:00, UTC +04:00 and UTC +05:00.

In Brazil there is few time zones, changing in winter (now) and summer. E.g. Amazone TZ (AMST) is UTC -04:00, Brasilia Time (BRT) is UTC -03:00.

Difference between Moscow and Brasilia is 6 hours. It is 15:20 in Moscow now and 09:20 in Brasilia.

Are you sure you will be able to get 15 players for Chess960? It is the same as to bring 30 players for classical blitz.. Average 960 match is 55%-60% of boards of the classical chess match at the same time.
