There is no "Ban a Member" option anymore, so you need to do it the other way.

nope, he closed and reopened and that somehow unbanned him, pleas fix this to any staff that reads this

Ban a member still exists, under Manage Members in the Members page, just not the link in the sidebar.

It seems we have lost the ability to see a list of all banned members and be able to un-ban.
It would also be nice to see the "Ban reason" though that was never implemented.

That was answered above by @PegKnights
You use the Banned Members filter on the Member list. That's always been possible but the duplicate option of a link was removed from the menus.
