Blocked Clubs List

Just curious, what is the criteria for blocking certain clubs? Cheating? Timing out? I note at least 2 clubs in the list that have a tendency for timing out on VC games.

There are quite a few reasons;
excessive time-outs.
Teams that play poorly and don't resign.
Teams that have only one or two players - because they usually play poorly.
We try to find opponents who are going to give us a good game. When a game ends we might have some discussion as to whether or not we want to add the opponent to our Blacklist.
We now have a feature which allows us to block certain clubs from accepting our open seeks and also from challenging us.
The cliubs which have already been blocked are listed below.
