I have had problems with this too, a blocked user could be seen in live chats and I got blog posts on my tracked activity (we used to be friends) I have reported this over a week ago.

@Elroch, when you say that the list flickered. Did you try to hit enter after you had selected the member you wanted to block? Thing is, you have to click on the button next to the input field to submit the blocking. (Enter clears the field again.)
@Steikt, I'm not 100% sure but I have a feeling the idea might be that friendship and/or following a member, trumps blocking. (Check if you're not still following that member — when you become friends you automatically start following.) — I'll check it out nevertheless.
I just looked at my friends list, the person is not there but he/she is on my list of blocked members. I can still see the blog in my tracked activities.

so is it meant to be like this or was it a bug? That tracking trumps blocking, In my opinion blocking should trump friends and tracking.
I'll ask around, but to me it makes sense that tracking should trump blocking. That way you can decide yourself if you want to track someone that you want to block from sending you messages &c. If you do not want that you can just unfollow. If blocking trumps tracking, you do not have that option available at all.
That being said, I also think that you should automatically unfollow someone once you block them.
(But like I said, I'll check how it's supposed to work.)
I just tried several times to block a user in V3. When I entered the name the list flickered, but the name was not added.
(I was able to block the user first time in V2).
