Can I make a revision of a declined variant

I know I have to get permission, I want to try and make a revision to the variant

but I found this person was inactive. Can I make a revision since this person cannot be contacted?

That being said, there’s nothing stopping you from making a variant with the same concept if you believe you are able to do it better! The only real stipulation that is generally enforced is that you can’t just blindly steal positions
