When you're answering a broad question like this, simply saying "no" doesn't give any helpful information and can even be misleading. NCP is terminology from before 2021 and was when this club was renamed to Custom Variants, so OP may be asking if 4P variants still exist within this club or if it's only 2P variants. Maybe they're asking where to post variants, or something entirely different.
So, to answer the original question; yes and no. We use the chess.com-linked website called https://variants.world/ to submit variants now and comment on them instead of using forum threads here, which are mostly for general discussion and help. Both 2P and 4P style variants can be submitted as was the case before, although some of the requirements have changed for submission.
