I created a game with an illegal move using Chess Score Pad (my app). I emailed the game and was able to import it in CBase (on my iPad) up to the illegal move. This is a big improvement over other apps that simply do not import any moves and do not give any messages.
Per USCF rule 11B, “If it is found that an illegal move was made prior to each players last 10 moves, the illegal move shall stand in the game shall continue.”
So shouldn’t PGN database apps import games with illegal moves? I know the PGN “standard” does not allow illegal moves, but since USCF games can have illegal moves, why not?

I just released an update to my iOS chess database app, CBase Chess. It was the first app in the store that supported variations in PGN databases. I've rewritten it to be a universal binary and have a better user interface - I wrote up a Chess.com blog about it to summarize some of the new features.
