How does the queen move?

The queen moves in diagonals and columns, like a cross between a rook and a bishop.

what accuracy is considered cheating

because just yesterday I played someone with 99.6% accurace and lost but the next day, his account was closed because of fair play policy

Elo Rating is the same thing as a FIDE rating.

You have to be accredited by FIDE to get an ELO rating. For that, you have to take a membership and have to pay an annual membership fee for that. Apart from that, you have to play OTB tournaments to get a standard ELO rating starting from 1000.

Your Chess.com Elo is probably going to be slightly higher than your actual FIDE rating, but both would be about the same.

It matters on many factors, like the length of the game, the rating of the player, time taken per move, and multiple games with suspicious accuracy. 

Long Answer: If the length of the game is short (5-15 moves), a 99% accuracy is not surprising. If the player is low rated and makes moves very slowly, there is a chance that he is cheating. The rating doesn't matter too much, the time taken per move matters more. Also, cheaters usually play in 5-20 min settings, because they get time to check if their move is correct. However, if someone cheats for one or two moves, it is almost impossible to tell if they are cheating, which is very annoying.

Short Answer: There is no definitive accuracy, it matters a lot on other factors.
