Such extreme cheating really deserves some repraisal: team placement in division 3, for example.

I suggest this because only 2 ways are possible :
1. The team will not be able to play (fill the line-up) without all these cheats. We'll have to open matches and then close them. Or play on 5 boards when 40 players register in my team. Idiocy.
2. Much worse. The cheats will re-register and we'll have to play against them. It is possible. There is a well known cheat-team https://www.chess.com/club/chess-lovers-amp-chesscom-internationaleurope, where all admins and 50 active accounts are banned twice a year. It does not stop them from re-registering.

That is a really crazy situation. I am quite curious if it was one person hiding behind multiple accounts or more players.
Still there will be no special handling inside one season. They will be penalized for closed accounts and for unfilled boards. If they will not be able to fill consequently at least 8 players, than further matches will be forfeited automatically so you dont need to schedule them.
Team situation will be considered at the end of the season if there is any responsible admin, who will be able to explain and justify what has just now happened.

pancho: no - minimum players are counted automatically on the tournament webpage. the opponent will get 2 default points for any unfilled board.

Yes - it will appear on the web wcl.tode.cz shortly - number of players is tracked automatically, so you dont need to claim, but still it is safer to capture the screenshot in case of any technical problem.
