Could be just a very strong player from lichess or another site that hosts atomic. Doesn't imply that they are cheating.
Run their moves through fairy stockfish on lichess. Do they play the top engine line(s)?

Yeah, game against me was like 95 % stockfish moves. You could tell even in game, because some of the moves were really not human. Luckily, chess.com got them banned, so my faith in fairplay is restored.
My question is, when cheaters are found, are the points they stole given back to the abused parties?
No, sadly they are not. Especially annoying when you lose like 30 elo to a obvious 1500 cheater.
Happened to me a few days ago. After I checked, every move was the top fairy stockfish move, but nothing happened and the ELO is gone forever. This makes the road back to 2200 really really long, because to compensate, I need to win like 20 games...
If I remember correctly, on Lichess, points are refunded to players who have lost rating to cheaters regardless of variant, although the points do go to the correct variant rating.
I think chess.com doesn't pay as much attention to the variants portal as it does to regular chess because a lot of weird things happen there.
https://www.chess.com/member/qldurtmsss joined today and is already #7 on the ranklist. After 166 games. Seems legit.
