Some of my groups participate in vote chess tournaments through the Vote Chess League, World Cup, etc., so we sign up when the events start, and then follow the schedule. We receive a fair number of one-off challenges, but we try to keep our game load down to a reasonable number. I've sent out open seeks once or twice, but sometimes our opponent would end up timing out, so I prefer to choose what teams to play against. I look at Daws74's Vote Chess Elo Rankings, and also read through the Archives of a team's recent vote chess games looking for teams that have intelligent discussions. For thematic games, I use the lists found in the Thematic Vote Chess group on which groups accept the most thematic challenges.
Some of my groups belong to a number of different Vote chess tournaments. The Vote Chess World Cup, Vote Chess League Tournaments, Tegirmon Vote Cup, Swiss Open Vote Chess. I send, and, receive challenges. That's the easy part.

Group name: The Killer Derivatives
The groups I manage are primarily study groups, each dedicated to a specific opening. The goal is to have one move per day for the team to consider. For groups using 2 dpm that results in 4 games running concurrently. At 3 dpm that's 6 games.
Mostly we rely on open seeks. If an opponent doesn't have enough members or shows a high likelihood of timing out, we abort and try again.
A couple of the groups also participate in tournaments such as the WCoCO.
We accept challenges as long as we can play our opening.

- Challenge specific teams Yes. This is actually the method I use mostly (about 80% of the time). I research the teams thoroughly, looking at all the public information, Vote Chess Leaderboard standing, and Daw's Vote Chess rating. I go over the profiles of the SA and Admins. Sometimes I actually join the group first (!) and see their level of discussion/playing history before issuing a challenge. (I always quit before beginning the game to avoid any problems). It helps me gauge how strong and reliable they are. I'll play against weaker groups to start a new team off and choose progressively harder groups as the team comes together.
