- The minimum number of players allowed per game in order to be valid:
Division 1: 12 players
Division 2: 10 players
Division 3: 6 players for the preliminary rounds of Phase 1 and 8 players in case of Phase 2.
I doubt we can start the match with less boards, cause if we set 10 as a minimum (for example in Div 2) we cannot start with 7, 8 etc players
How we should deal with this?
Well it is questionable if TD are supported by some tool for checking number of registered players before match starts. Dale00007 is doing great job in Chess960 WCL tourney, regarding this. When I saw this included in rules (In case a match starts with less players for a team, the opponent team starts the match with extra winning points for the missing games (ex. if 2 players are missing from team A, team B starts with +4points)) I imagined that the same thing is predicted for ECL, and then everything will make sense.
Of course if you set 10 as minimum, you can not start with 7 or 8, and that is why 5 should be set as minimum, BUT only if team which have registered 10 players will get +2 points for every missing player from the other side!
I explained why 5 is much better than 1, which is currently used by Dale00007.

Exactly, teams that are losing in ongoing matches will generally not want to count it as double. That is why we need rule that adriano81 have proposed.
