Yes, exactly the match will count for both tournaments. Unless both teams accept to replay a new match. The rule, if no other suggestion, will be published on March 1.

Please, I want to know where are these parts of rules used in practice?
"- The power of each team is counted as follow: Average rating + # of members + 10 points for each Division (teams on Div. 1 +40 points)." (OK, I've seen this now: A group of at least 10 members can access the league on Division 3. Exceptionnaly a new team can access directly on Division 2 if a month before the tournament starts the power of the new team is higher than the average power of the teams already on Division 2)
and "- In case a match starts with less players for a team, the opponent team starts the match with extra winning points for the missing games (ex. if 2 players are missing from team A, team B starts with +4points)."
I've proposed a solution for this second rule in case you are ready to monitor matches and actually use it. If not, it can not be used because of the current minimum numbers set in match challenges.
However, I'm not even sure if all teams can make proper challenges if round pairings are not announced before each round starts, so I would like to propose this change to the league management, too.

Yes, copied from #6 in 1st page:
"Players: 6+ or 8+ or 10+ or 12+ depending on the Division." is contradictory with "In case a match starts with less players for a team, the opponent team starts the match with extra winning points for the missing games (ex. if 2 players are missing from team A, team B starts with +4points)." Because with those number set as minimum, such cases can not even happen. Instead, I suggest > 3+ (4+), 5+ and 6+, because 1+ don't have much sense, this way maches would be still competitive, at least for a draw. One more thing, 6+ (8+) or 10+ or 12+ should be clearly stated in match Quick Description box. This way, we can prevent cases that opponents are not aware that 6+ is not necessary minimum by the rules, but only the minimum for starting the match with handicap.
Also, I must express the compliments for inserting this rule, it is much better than current WCL rule where some teams have big problems to start matches.
With addition, that there must be some way to monitor matches in order to give extra points for missing games, because ones when team match start, you can not see anymore how many players were registered from each side.

Another important proposal is news announcement before start of each round (eg today, for R1)

It is doable. But you must define how much before? Not every admin is available to do such things just before start. Would printscreen from the first moment when team gathered enough players be valid?
Also, 3+, 5+ and 6+ rather than 4+, 6+ and 8+

And it would be even better to include complete round pairings in news announcement. Although, any announcement is already much better than no announcement.

It is obvious that the printscreen is valid at any time before the match starts.
As for the start day, it can be at any time at any round but before August 31. The schedule is just for help the admins.

Flags should be like in wcl ( 25% in all tables cause this is cities league and not countries) but i didnt understand that 25% in 12 tables and in total?

So we team prishtina are in division 3 and please tell me how to fill that part: to write 6+ players or 8+ or 10+,i dont understand?

I dont understand that min.players without handicap are 6+,10+,12+.Is it any written rule like in WCL where in every division every team knows how to fill te game with 5+ or in which division you are.please help

ECL2016 Division 3: 6+ players.
25% in 12 tables means 3 foreing flag players for 9 national players (or 1 for 4, or 2 for 8 etc.)
The distribution in the ECL2016 was based on the ranking of the teams in WCL2015 tournament.
I think that this approach is wrong as far as the tournament is started anew. It would be better to group strong teams together and weak teams at their level so that everyone could enjoy chess.
