Why Team England here?? In previuous season England declined and as follow must leave Division 1 and play in Division 2.

The divisions has been populated according to the published tournament rules.

And?? Where is rule's item which describe this situatuion? There are not this item. Team England declide = Team England lose all matches (technical loses) = Team England have 0 points in EL2009 Division1 = Team England LEAVE division (BY RULES). Team England (not Turkey) and Team Holland must leave Division 1 (By rules). Its fair. You decision is very unfair for Turkey.

The rules for European League 2009 (previous season) stated:
"8/ The two winners of Division 2-5 are guaranteed places in higher divisions next time. The two winners of Division 1 are guaranteed to stay in Division 1 next time. The other teams will be divided into divisions according to their current EuroRanking at that time" (Source: http://www.chess.com/groups/forumview/tournament-rules)

The rules for European League 2010 (that was published in January) stated following: "Besides this will the best ranked teams on TM Leaderboard be divided into Divisions according to their ranking. Promoted teams could get a place in an even higher division due to their ranking instead of current standings in EL2009." (Source: http://www.chess.com/groups/forumview/tournament-rules3)

So the the rules how to populate the divisions for European League 2010 has been unchanged since the the previous season started. The only major change that was made during the final preparations is that we've extended the number of teams in Division 1 to 3 from 10 to 12. Team Turkey wouldn't have get a place in Division 1 if there had been only 10 teams in Division 1 as originally was proposed.

So, the divisions are populated according to rules (both EL2009 and EL2010) that have been published for a while. The deadline for changing the rules (at least how to populate the divisions) to be able populate the divisions was stated to 12th of February when the rules for EL2010 originally was published in January.
