1) Go to their profile
2) Click the report button and select the reason (cheating)
or also at the end of the game, you have the option to report a user.

You could also join the Cheating Forum club for how to detect cheaters, and discuss if a game is from a cheater.

Actually I reported through the icon on thier profile and selected cheating but they didnt take any action

Give them some days lol there are thousands of reports everyday
It takes a few days and if yours is the only suspicious game, it is likely to put them on the radar but not enough to get them banned. The site has done an incredible job in just the past few months detecting and banning cheaters. I'm surprised at the volume of cheaters but also at the sites tenacity in detection and removal.
