I, uh, do not understand where this idea comes from? My advice is to do some thinking about how it will affect openings and endgames when adding a rule to the game.

On every fifth move, you can choose to move any piece to any square of the board, regardless of whether it is empty or occupied.
(Note:This also applies to kings as long as they dont go on a square attacked by enemy piece)
