Sorry, I misunderstood the question. All pieces promote if they land on the seventh rank. All pieces promote if they land on the eighth rank. I would say promotions are forced. In Shogi you could have a situation where promotion means you can no longer move to a particular square. A lance promoting on b7 would not be able to move to b9 on his next move, although he could if he didn't promote. You don't have that situation in Rogue Elephant since no piece loses any movement ability through promotion. So there is no reason to have optional promotions.

I don't know about footman for the promoted pawn. How about Sergeant?
Generally pawns and elephants will promote on the seventh rank. However, you could drop a pawn on the seventh rank or an elephant on the sixth, and then they would promote on the eighth rank.
I don't want to promote kings or restrict drops, because neither of those are features of Shogi, which Rogue Elephant is meant to mirror. Not that there couldn't be another variant with those features, but let us try without.
