it's instrumental when the opponent is low rated normally... higher rateds don't normally play that move
Fog of war strategies (I know about)

These seem more like fog of war gambits than strategies. To me, white gets a big edge playing for a big pawn center from the get go, rather than early mobilization of the queen, which is really dangerous.

here is an opening I play:
many players go for an early Qa5 (or Qa4) to if you moved the queen's pawn get the king from that side, but by playing b4 (or b5) you can troll your oponent with this little trick
That's why you go c5 instead of c6 when playing that, although since white often does the same you hang your queen, so you can insert Nc6, like this:

I soo agree with you. Almost 95% of my opponents play Qa5... And I myself have played Qa5 a lot of times
And playing b4 is a wonderful way to trick your opponent into giving his queen
