You played very well, so there is not much to say, but few points:
1. 11....h6 is unnecessary. You should be active and play like attacking in the center with d5 or f5.
2. 17....g5 just only moves the bishop. Join the unused pieces to the game like Rae8.
3. 18 ...Bd4 attacks the Rook, but it will just escape to Rad1 unless white blunders it like the game. Join the unused pieces to the game like Rae8.
4. Saving the bishop is better than taking the pawn at 20. ...hxg5. You might got scared with gxh6, but the pawn is easily stopped with the king.

I don't think there is a huge amount to comment on ultimately I won due to a last minute blunder by my opponent but I've added some commentary on my thoughts while playing so if anyone finds fault with my analysis I would be interested in hearing. I haven't used the computer to correct any of my thoughts on the basis that if I got anything wrong hopefully you lovely folks will be able to identify why my analysis if faulty rather than just the fact that it is.

This position is currently above my "pay grade" as a 300 newbie. Can someone tell me conceptually what I should be working toward in this situation as white with limited time (and limited experience with chess)? Should I just be working to keep either the black king or queen tied up enough that the black pawn can't promote until I can figure out how to capture the queen?? I was playing 15:10, so is the idea to just try to keep moving until I can figure how to capture without getting snagged by a tactic?
I definitely didn't see the benefit of checking the king (which is my new learning for the day) and uselessly played a7 to try to stop the promotion.

4. Nxd4 looks better as we centralize the knight and keep our queen from harms way.
15. Qf3 looks like a very good move as you connect the rooks. Just don't put the rooks on the same diagonal as the queen.
18. In general you want to take from the side to the middle so taking with the a-pawn is better here. At your level the exceptions are very rare.

I usually don't annotate blitz games, but I wanted to practice adding evaluations that I usually forget. I haven't analyzed with engine yet so feel free to criticize.

My first impression is that this endgame, while totally winning acc. to the engine, is not so easy and obvious to win in practice. This is actually quite often the case, as you will find out along your development, even more so here with queens on the board. So in general, thinking hard (and long) about the available options is definitely necessary or desireable (OK, you say you had little time there).
In the position you show he has the extremely dangerous a-pawn that is about to promote next move and if he does, it will be WITH CHECK. You cannot let that happen. If that happens you never win and could even lose. This is a hard fact. So what to do?
In a total time scramble or if you do not want to fight, you have a convenient bail-out perpetual check and can force a draw with Qe8+ Qe7+ going back and forth. This is not entirely useless to see.
You cannot stop promotion with the knight.
Moving the king e.g. to g2 or h2 is useless as he can still queen then and your pawn is one square too far away from your own promotion with check.
So dealing with the a-pawn immediately and with the highest urgency is definitely correct, as you did. In the situation, if you did see the option of Qe6+ but rejected it, then you are already on a good path in the sense that you thought about available options and just drew a wrong conclusion. If you did not even see Qxe6+ for you, then it would be much more concerning.
Conceptually, with Qe6+ you FORCE him to make some limited move. He is not free to do "anything he wants". While Qa7 makes you passive, limits the scope of your queen and give him the initiative because he is free to play anything. Yes, he is still down a piece but in this moment this is not what really matters.
Now, Qe6+ is not just a check but you have the option of capturing on a2 next move. Is that the best way forward?
I think Qxe6, covering a1 is also worth considering, although I think it is bad after ...Qc1+ as now his a-pawn is protected.
Qe6+ seems the best option to me, even though it means you lose the d6 pawn. But him losing the a-pawn is the bigger loss in the long run. Remember you need only 1 pawn surviving in order to win with the extra knight.
Also, after Qe6+ you retain the initiative because it is YOU who can do something FIRST after the pawn exchanges. In case of Qa7, he takes your pawn first, you take the a-pawn but then it is HIS move again to annoy you as much as possible. You will have to react. Whereas if you took his pawn first, he must react to your move after having taken your d-pawn. Theoretically this is a huge difference. In practice of course it depends on the position at hand. But this idea you might want to consider in similar situations in the future.
This endgame continues to be not easy even after dealing with the a-pawn because he has an "unstoppable" b-pawn going to be made use of next, and more annoyances must be expected.

@TMHgn Thank you. Yes, I think at 300 ELO, I should have abandoned my passed pawn and taken the a2 pawn. It's quite possible that my opponent wouldn't even have tried to promote the b pawn.
@all: I think the barrier to clear thinking for me was the time pressure. For future reference, is it a valid and appropriate strategy in chess to gain time increments by making the king dance for a bit, if in a pinch? In this situation, I think I should have forked the pawn and king and taken the pawn when I had the chance, but in the future, is it valid to make the king dance to add time?

In principle, sure, you can do that. But 10 sec increment is not very much and repeat of position can quickly happen. I think it really depends on the situation and position on the board. I don't think you should dogmatically do this every time you can.
Here in this case, giving the check and grabbing his pawn, while retaining the initiative was what was resolutely needed, independent of rating. A GM would most likely have done the same.
But you were almost there. You had the correct idea of stopping his pawn, just executed an inferior plan by not considering the initiative aspect of the situation. I think this is the lesson you should take away.

Like in the previous game, I play a lot KIA attacks, following RobRams Counterattack Course on Chessable. Can anybody tell me when it makes sense to place the Queen on c3? In a stream of GM Hikaru he said then it would be too far away from the action on the Kingside, but RobRam teaches it as a good setup.
