The review Report Card estimated ratings are based on the player ratings and accuracy. It's an estimate and it isn't a bug that you didn't get a 1300 rating.
Yeah, the number just indicates in a different way, and very roughly, how well you played, interesting I think but always to be taken with a grain of salt.
I looked at his recent games... nothing even remotely suspicious. He played a good game. Kudos to him.

well, maybe he played the game of his life. Either way, 90 percent accuracy is not anything extroordinary (even at his level), especially if his opponent played bad moves that are ease to properly respond to.
Here's an example of the same game but changing the ratings to 1300 and 1200 respectively.

I'm not sure if this counts, but I was playing a 1600 and my estimated elo was 1400 and 90% something accuracy, and I'm 850 rapid

I had 0 brilliant, 1 great move, 10 best moves, 13 excellent, 6 good, 1 book, 0 inaccuracy, 0 mistake, 0 miss, and 0 blunder.Â
I should have gotten a 1300 rating.
