Besides, black can develop while white wastes time pushing the h pawn

I mean it can be good because it can throw your opponent off but you really need to be sure what your doing if your playing a longer time control

The move order is something more for bullet or blitz since Black is not committed into castling Kingside. However, h4-h5 is attractive positionally because of the g6 pawn allowing for a pawn lever (h5 and g6). When better prepared (instead of just marching up the board right away), this h-pawn advance is known as the "St. George Attack" in the King's Indian Defense (same idea of opening lines on Black's fianchetto King setup).
