Heimdalür (commonly called Heim-dollar) is a small city of about 200,000 on the annexed french island of Miquelon.

It is in essence a "pirate" city.  No passport or visa is required to visit, and no social services of any kind exist.  Nothing is illegal, no one is barred from entry, and many global crime syndicates operate here.  Gambling, blood sports, perversion, drugs, experimental surgeries are all the norm.  Ölgard does maintain a type of order here, quite heavy handed order, as no rights are recognized on the island and if you make trouble for the police, you'll probably just disappear...

When I go dark for the winter, I have an assignment for you;

I want Heimdalür to have the world's largest, most famous (or infamous), open-air market.  Every country and culture of the world is represented, everything imaginable is available.  If you want a kangaroo sandwich, a pet monkey, a kilo of opium and a kidney transplant?  No problem!

The market is huge, and star shaped, dividing the city into 5 different districts, one walled and called "the castle" the other four called the "____________quarter"

so......the quarters need names, and themes, and unofficial mayors.  Famous characters, and events....

the castle is the Ölgardian district.  Ölgards was apply here, and only citizens may enter.  The district has a high stone wall around it.

hence, the castle.

the other districts are open to anyone, but each has it's own flavour and culture

ok...i have four districts..if i run their names by you you can tell me if you wish me to proceed...The Nordic Quarter, The Orient, The Necromancy Quarter and The Antiquity Quarter.  They are collectively known, colloquially as The Generally Drunk Quarter.

I really do like the idea that necromancy and other "dark arts" like catholicism might thrive in Heimdalür.

With religion being "unrecognized" not outlawed, but essentially impossible in Ölgard, Ölgardians will be free thinkers, but maybe quite naive when encountering a real old fashioned snake oil salesman.

Congratulations hamster!  The hardest part about building a realistic society, is the problems the people will face.  Heimdalür is supposed to cause Ölgard problems, but I never dreamed they would be paranormal!

The Necromancy Quarter

Characterised by an entrance that consists of seven arches, all torch lit.  The streets are cobbled and higgeldy piggledy lit by gas lamps and torch light.  There is a distinct smell of incense in the air.  The "town square" which depicts the central point of the quarter has a 5 point star made up of gem stones embedded in the cobbles.  You cannot remove the stones though many have tried.  There are three fountains each a different colour and legend has it that if you toss a coin in any one of them and make a wish, that wish will be granted, but the rose coloured fountain also has healing properties and is blessed by a goddess.  The alleyways lead off from this promising and highly atmospheric central point.  The first alley way leads to Wizardry, magic, witch craft, and the dark arts.  Professional magicians perform astounding feats of endurance and magic.  Tarot readings take place, as does palmistry and the casting of spells and making of potions.  A bone fide witch will make a bespoke potion for you, at a price and will also practice voodoo on your enemies.  Events include rituals of magic and spiritualism and the calling back of the dead.

The next alley leads to the clairvoyants, mentalists and illusionists .  Herd you can make contact with the dead, be told your future, engage in mass hypnosis and enjoy the most incredible illusions.  Any magician is invited to fool an adjudicator and prizes are given to those who succeed.  Gem stones are used to predict the future and water divining is practiced along with other ancient arts.

Another alleyway leads to alternative medicine practitioners..acupuncture, herbs, magic heated stones and drugs.  The drugs are both for health and for enjoyment and any opiate is readily available and hallucinogenic drugs, magic mushrooms and berries that induce trance like states can be consumed.

Another alley is the supernatural section..ghosts, ghouls, vampires, zombies, goths, any sect that wish to dress like a supernatural being plus those that which to conjure up the "real thing".  Here you will find several vampire covens who perform their own sacrificial rituals and sleep underground in coffins.  Ghostly happenings are common place, mediums visit frequently and ouija boards are always in use somewhere.

The gift shop sells all items pertaining to these activities.  The central square often hosts drinking festivals combined with one or other sect or belief, with special emphasis on the consummation of alcohol during the mass illusions.

I like the gemstones.  (Gems and precious metals are a big taboo on Ölgard)

And I LOVE the fact that this place has a gift shop!  I like the magic contests, people would travel across the world for that.  All together awesome.

It needs a bit of personalizing....

a creation story, a founder, a famous event or leader....

During the reign of the Shaman king, Faust VIII, during the Dragon Age, three necromancers stood out as outstanding at their craft..Sauron, Nekron and Braucia Haggard.  The era ended when The Inquisitors declared the Age of Enlightenment and tortured and imprisoned masters of the Dark Arts.  The two inquisitors Diego de Urecht and Juan Pedro de Tavera had the king executed and Nekron imprisoned underground.  Sauron escaped to the Darklands and Braucia also escaped making it her sworn duty to keep the dark arts alive, passing her knowledge on to her daughter and then her grand daughter, Levi.  Levi set up the necromancy quarter in her grand mothers honour, one of the cafes is named The Braucia Haggard, and a stone dragon adorns the central square.  Legend has it that if you shed your blood and let it drip into the dragons mouth, your enemies will fail.  Levi was the first mayoress of the quarter and her descendants automatically inherit the position from generation to generation.
