It happens after you regain your rating from cheaters
it means even if i get 50 points from cheater it won't become my highest rating.

I believe it would take a while for the system to catch on. It should probably get fixed after that, if not, there's a big problem.

Point refunds will never impact statistics, other than be used for the next game rating purposes.
