Highlighted Ores Texturepack (1.16.5)

So I downloaded this texture pack that says it adds the outline around ores for 1.16.5 and I have it enabled (yes it's compatible), but ore textures are still the same. What did I do wrong?

Also the texture pack has high ratings and is posted by a level 50+ on planetminecraft.com so I think the texture pack works, it's just I didn't set it up correctly.
