Not a bad idea, but I think 99.999% of people would never know that the hotkey was there.
To get screenshots for things that hover, I use a program called greenshot that is free and works really well.

Currently there is no way to report a bug that occurs with something dynamic like the menu bar or anything you need to hover the mouse over as clicking on the question mark closes it again. So it would be handy to have a hotkey so those parts could also be captured in the report screenshot. Or having an additional tool that allows you to click on stuff that would display the mouseover functions and leaves them locked for the screenshots.
