1. Create your variant. If you don't know how to create a variant or where to start, consider looking through some of the pinned forums.

These are just some examples of forum posts that can guide you in your variant-creation process. There are many more pinned forum posts that you can take a look at if you need help, or you can ask a CGA (Custom Games Admin) for help.
2. Once you finish creating your variant, play and collect 10 testing games (that follow the requirements for submission as @sngtrein pointed out.

Once you have collected all 10 testing games, create a post titled "NCV - (Variant Name)" or "WoF - (Variant Name)" depending on whether or not you want it to be a New Custom Variant or a Wheel of Fortune. Paste links to your 10 testing games in the submission post, and if you've met all the requirements for submission, your variant will be placed in the "Under Review" status and the CGAs will examine the submission. If you did not meet the requirements, your submission will be placed under the "Requirements Not Met" status, meaning that at least one of your testing games is invalid and you would have to find another testing game that is valid.
