How to take inactive name?

After seeing what @squid and @frog did, I was wondering if any of you know the steps to taking an inactive name.

in the article i read by cc it said you have to have premium to take inactive. But this was my second name change og: kingofu_id; first change: Kimmy-boy; second change to this, @salsathedog. to change second time, just email them
