They are technically allowed, but refrain from using those as actual test games, since a quick mate probably means the opponent played terribly, which doesn't help with testing.

It could potentially help if it's an indicator of a common Scholar's Mate and showcases beginner strategy, but if say 50% of the testing games are just nonsense with 3 move games then it's not going to be productive.
