Could you provide URL or screenshot? You should be able to create a tournament using below link:
https://www.chess.com/tournament/create
You could also try to clear cache and restart your browser or try in a different browser.
If that does not resolve it, go to the page where you are trying to create the tournament, click Help > Report a Bug.

That link is for daily tournaments, not live.
