Ya, one time I had to wait over 9 min when I destroyed my opponent, and it was arena tournament and there time is money. Personally, I hate people who 1) do like this 2) resign when there are M1/M2 and don't let checkmate. If resign earlier - everything is ok.

If I'm in an Arena, I don't care when they resign, if they're going to resign, let 'em resign. A checkmate looks and feels better, but points are points.

The other matter is a real problem. No one has done it to me, yet, but I don't play as often as I should, either. I'm sure it will happen to me, sooner or later.

A delay-of-game rule could be instituted, but enforcement would be a problem because in an online situation, it could never be proved that the delayer didn't have a sudden phone call or a need for the loo.
